L3 COMBAT ARTS CAN BE INTERRUPTED?
I think they can be and if true, I think that should not be allowed.

I think L3 arts should be the pinnacle of combat arts and uninterruptible.

Combat arts are or aren't interuptable at different times during their execution.
Additionally combat arts do or don't have hitstun and/or AoE damage.

I think using L3 combat arts should be the pinnacle of combat ability and using them should require the necessary knowledge of when they are best used rather than them being a get out of jail card.
But that's just my opinion.
That's not exactly helpful given my main question if you were trying to answer.

Try the Polar Pirouette start dance and dash after final hit you cancel it.
Ragnarök and others cannot be canceled.
But the vast majority can be stopped
Like a basic hit.

For example you can cancel the Polar Pirouette.
But when you get to your climax (last hit) you can't stop this last hit.

First and foremost that was meant to be a "yes", they can be interrupted, but as Noche has now explained, it's different for every Combat Art and it it different at different times during each of those Combat Arts.
Additionally, a lot of combat arts can stun an enemy on first impact and then keep them stunlocked throughout. However if you use your Combat Art at an inopportune moment, when the enemy is out of range or not stunnable for another reason, they will be able to hit you during the execution of the art.

Some combat arts are completely different in that you charge them, shoot them, and then while they are being executed, you can go your merry way, and do whatever you like. Such an example would be Ether Snipe. As such, Ether Snipe is not interruptable.
Combined with all the other advantages and disadvantages that each and every Combat art has, this adds a lot of depth to the combat system, much more so than if every lvl 3 art was just 100% safe method of dishing out damage.
