If the 'in game' one is not populating then you have two options, either get a save from somewhere else that has it, or try to get another one and see if that is also not populating.

It later does work, then you could try waiting till new game + and keeping items on one save and trying the eating then, if not then try to uninstall game (but keep saves) and reinstall game. sometimes you loose non--required files during updates on computers through the packet swap//check process (look into networking for a full explination)

I am in the same scenario the only way is to farm the items to get them all like I do have (I have saved them up for just in case, but I can't just throw them away if I have too few of them) then eat them one by one I would have the achievement if only just only I hadn't such an hard time forcing myself to do this in a methodic fashion.
This is what I did to make sure I ate everything
1) get all consumables in inventory
2) Save
3) throw away everything but 1 of each
4) Stand in a town or area that you wont have to fight at
5) eat everything in your consumable inventory
6) Load
If the achievement did not click, then check the records part of the game, should have the % of consumables you have discovered, if not at 100 than you need to craft/find more.
