So go to settings and change the resolution from 720p to 1080p and that should fix it

The original fix worked for me, but not UNTIL I uninstalled the game through Steam AND Deleted the Hacknet folder from steamapps/common/. After that I reinstalled via Steam and THEN recreated the Settings.txt file with information above (but with the resolution I'm using which is 1920x1200). Good luck, all! I thought game was permabroken.
