Is controller support still being worked on for menu or something?

I don't know about that. There may be better support for it later down the line, but chances are it's not going to be soon, assuming it happens at all.

I disabled steam input, it allows me to navigate with the controller

Yeah, steam input causes such issues. If you need further help with controllers I'd suggest checking out the guide I had made. Link to it is available in the pinned thread for support section.
