Have you ran any weapon mods before? If you have, make sure they're unsubbed/uninstalled and then verify the Black Mesa game files in your Steam Library with Black Mesa closed. Then you can check to see if the missing sound and Spas-12 returned.

If you never used mods, it would still help to try the game verification and then check to see if you're still having issues.
