Its made for console they dind't care about the pc community at all so live with it to be honest.
the game barely runs 60 fps for me
with
i7 6700k
1060 6 gb
16 gb ram
win10
Your GPU is a bit of a joke and if you watch youtube vids you'll see the ram go around 10GB.
I have zero problems with 54-100fps.
FX8350
GTX1070
32GB
Win 10 1803.

This guy shoots up to 75fps and 7.2GB ram ^.
Which is supprising, as the reccomended RAM is 8gb
For Kill zone ^ even the GTX1050ti is struggling you've got the non ti.
Edit,
Ok I opened it up this morning and my res was at 1600x900 so I reset it to full 1080p with Shadows and Reflections to Med while other settings on High.
I did the Finding Baka mission and drove back to the house no drops below 60fps and max 90fps staring at the swamp looking for gators most times it hovered around 70fps.
For me Mafia 3 runs pretty good.
I guess it's just strange, cause the system requirements posted on steam are well within my rigs abilities.
But your GTX1050 drops you into the minimum category which is no good in gaming.
You've got a fairly good cpu but that GTX1050 will always drag the system down.
I see...I ran my rig through "Can you run it?" and it said that I passed reccommended. So I am rather confused now.
Steam recommended GPUs on the store page are the GTX1060 and R9 290x which are quite a lot stronger than the GTX1050.
Always look at the store page "don't use can you run it"

Two resources to put in your favorites ^, guru has Mafia III and with the GTX960 that is a hair above ther gtx1050 it only pulls in avg 26fps so put it all on low settings.
Oh no ^ it's faster than a GTX660 for sure an HD6870 is par with a GTX660 which neither would make the min anyway.

It appears ^ the GTX1050 is a hair above the GTX960 which blows your GTX660 theory all to hell.
Ps, min specs usually mean 720p
It may be a bad port in some ppls opinion but with my lowly FX8350 and a real GPU the lowest I see is min 54fps with the majority at 60-75 and maxing 90+ it runs very smooth at 1080p all but Blur cranked up maxed.
To me it's not a fail if you have more modern mid range gpus.
