According to steamdb it's happening in India, Hong kong, Indonesia, Japan, Malaysia, Philippines, Singapore, Taiwan, South Korea and Thailand. Maybe more, but these countries have their own currency. There's no add to cart or purchase button and release date says February 15, 2016 but no countdown timer as well. To get around the problem, go to the bottom of steamdb page and click on 'buy on steam' button. This will add the product directly to your cart with same pricing as other chronicles game in your region. I successfully managed to buy it India.
