I also contacted the support, but they are also not very helpful.
I'm sorry to hear you're unable to play ranked, despite fulfilling the requirements. I see you mentioned that you've contacted my colleagues over at the Ubisoft Support - so I recommend following their advice, as they have more visibility on your Ubisoft Account and what could be causing the issue ^-^

If you are having a problem with your authentication, we can only assist with this issue after checking your account and phone number details and history.
You may need to change your phone number if it is not recognized, or flagged as suspicious. Please continue to seek help for this issue over our Help website, as you have already created a case with us.
