because they can't ban Xbox cheaters using XIM and Recoil Macros on Console due to the Microsoft account agreement. You are not allowed to ban cheaters accounts to your game. So Ubisoft have put them in the PC Pool, so its more difficult for them against PC players hoping to dissuade them from cheating. In the meantime PC Players have to put up with XIM console players using mouse and keyboard with Recoil macros shooting like a railgun in the meantime.
