Really confused here

I have not yet bought rising storm or even red orchestra two and are just woundering which one i buy. Does rising storm include RO2 or not?, which one is played by more people? and also which one is better? please help.

If you buy Rising Storm, it gives full multiplayer for also RO2. If you buy RO2, it gives you limited access to RS (can only use rifle in RS maps).

Both games shares the same server browser, servers decides which maps they run: only RO2, only RS or both.

Best here is to buy Rising Storm.

They are both the same game. Even when you buy RO2 you get access to RS maps, but you can only play as a Rifleman on RS maps. If you buy RS you get full multiplayer access on RS and RO2 maps. Because of that, both are played about equally (some servers even run both RO2 and RS maps). Which one is better really depends whether you prefer the stalingrad or the pacific setting, and if you like pacific or both, then get RS.
