Unwarranted Performance Issues

I bought RO2/Rising Storm during the Winter sale as I had enjoyed it during a previous free to play weekend.

When I had played the game during the F2P weekend I ran it smoothly, maxed out, over 50FPS average.

Now, with an even more powerful PC, I can barely run it at 25FPS average.

Any ideas?

Previous system was:
GTX 660TI (3GB) x1
i5-2500k @3.3ghz
8GB Ram
350W PS
Windows 7 32 bit

I should specify also, that I am on a 64 bit OS now as well.

And yes, same settings. Maxed out.

i see this in my .ini file:

i changed the first one from true to false, now I have frames between 70 and 100 (depends on the map and the action going around) my ingame settings r nearly on ultra (except bloom, aa, dof) therefore im using sweetfx. before changing i just had frames around 60
