As this Twitch clip shown, Bing Bong appear out of nowhere and start talking to players. Everyone in the chat got shocked and started investigating the situation.

Is it Ai or is it dev who talking to player via Bing Bong?

Thats why I am asking XD Because the game got no other languages than English. But Bing Bong replies in the languages that the streamers speaks in.

And also Bing Bong replies literally to most questions with a answers that feels pretty accurate and related to the questions. It just feels like it's either devs are ♥♥♥♥♥♥♥ around with the streamers or either it's AI reply

landfall's made some of their previous games include a way for devs to screw with streamers, so I'd bet it's text-to-speech in the streamers' languages

Can a dead player possess him? I'll try the next time I play with my friends, but he doesn't just talk to you, and I know players who are being carried can access backpacks and things like that, so it's probably something along those lines.

Impossible, because the streamer clip i attached, at that moment, theres 1 dead and 3 alive, all of them are live streaming. The one that dead didn't speaks thru Bing Bong.

Looks to me like the dev directly answered your question by stating that "of your two options" they told you it was not AI... so it is in fact a dev.
If you had given them the option of a bot, then their answer would have been different and meant something different.
