I've also used URW as a base for both a 17th century North American colonial setting and a regressed-to-the-1700s North American post-apocalyptic setting, for tabletop RPGS.
Something about the endless wide wilderness dotted with small settlements resonates with me
Though, I'm not sure why civilizations of sourthen North America, Mesoamerica and northwestern thru central western South America developed metal working technology, but civilizations further north did not.
No relativ high tech invaders from europe at the continent (historically) and the foreign traders which bring metal tools and weapons, should be the vikings who explored greenland and northern american mainland, long befor Christoph Columbus :)
Don't know if a mod already exist to do that, but i'd really like to know if it's the case.
I don't know how difficult it is to mod Unreal world, but maybe it can be done easily if we are a lot to work on it.
