However some things to keep in mind:
1. The majority of the player base play on the 70,000+ unofficial servers and not the 1700ish official servers. There are some unofficial servers that do have country of origin restrictions but they're very small in number and again that's a private server owner's decision on that.
2. Both of you need to be using either Steam or Epic to play together since if your friend is on xbox or playstation versions you cant play with each other.
If your friend has the game on Epic, you can only play on servers that have no mods and -crossplay command enabled.
No different than what was specified above.
However, keep in mind that non dedicated sessions are prone to a myriad of issues and I don't recommend using non dedicated. Just set up as a dedicated server on the best of your two comps but just run temporarily when you and your friend wish to play. Or just simply find one of the 70,000+ servers out there that match you both well.

Look, if you want to test out playing around the world, go to the battle metrics website and choose any of the 70k servers out there all over the place and try them out and you'll see.

You already own the game and you're discussing hosting from your own computer. Thus, no expense for you....
