It was finished. The modder finished a while back, then WC paid him to make it official. They are just trying to get some good pr like most companies are trying right now.

I posted on there twitter how deplorable it was for them to use the shooting of a man as a smoke screen for there lack of progress, the dlc ain;t ready and as a PR stunt they use a guy dying and protests to delay..... Further more the whole world does not revolve around America as much as they would love us to think so...

OK so yes there are far more important things going on in the world there always will be. I just think with all this crappy stuff going on in the world especially this year the only way that people are gonna be able to get through all of it is to hold on to the few tiny moments of joy and senseless fun. Come on is there anyone who thinks that everyone needs a tiny break from all the horrid crap this year has brought? I just think that by denying anything good in a time like this is a inhumane thing to do. bringing happiness and joy and fun into this world should never be a bad thing. The issues that have brought on all the chaos as of late are not new they are systemic and chronic issues they have been around for ever and I hate to say they will not be fixed anytime soon. I hate to say it but we will be lucky as hell if they are even acknowledged anytime soon especially with the country in the hands that they are in right now. Most likely thing might die down and just fade a bit like a sore the bursts and it enflamed for a bit then dies down till it get infected again and busts once more. cant we just have some happiness in these times of horror? I mean its not like WC will even have it working right anytime soon even if it was released on time. Hec they wont even try to fix the crap that their own updates cause. I haven't been able to place anything on my server since the last update and that is a freaking issues that has been happening time and time again since the release of ark in the first place so come on and just do the update and event and give people a freaking escape from the horror in the world right now!

And what about the other events that people are putting on hold until this calms down? Are ya'll accusing them of a the same conspiracy? A number of large companies have done the same thing.
