Encyclopedia in the game does not work. When trying to open it, a black screen appears in the tab and that's it, eternal loading. Neither changing the language nor reinstalling the game helped, there are no mods. What to do?

Either there is no encyclopedia file in your game folder, or the game couldn't locate its directory. The simplest way is to search "Shogun 2 encyclopedia" on google and read it on the browser

So it's the game program problem. Like I said you'd better give up fixing it, just read it on browser or manually open the encyclopedia file in the game folder.

It doesn't pop up right away, in fact it takes a long time, but it does pop up when right clicking on something in game. Try being patient.
