Speaking of which, snoring penguin might just be the best things since Pingu.
Yeah, that is a quest, but in terms of quests that count on the map, wandering quests have never counted. The quest bubble number always has referred to the stationary quest givers (formerly indicated with a green dot on the map). This counter seems to be broken in Space, Monsters and the Winter Wonderland. I think it still works the way it used to for the original biomes.
And something doesn't work right with the quest log in normal world. I just loaded some worlds from before the patch and the current counter changed everytime. Either they are now broken too, or it registers if a static quest was finished in another world.
They are like villagers and town's people, randomly generated from a given set of parts. That type of characters have never been playable, many of those Minifigure parts are not available in the customizer either, would be a nice addition to the treasure chest loot.

Do you have this problem with other characters offering a quest or just the penguin? As long as you press E while the button prompt in the quest speech bubble is visible it really should work. The inventory item you're currently holding doesn't impact the quest, if you accept it you automatically give the requested items.
Do note that quests can't be accepted while wielding a tool.
C closes the trader dialog. If you are unsure about what the keys do in a specific context you can click the bottom right ( i ) symbol to get a list.
