After launching the game (at the intro), if you are met with a dialog box stating "System context dumped to file _SYSDUMP" ("Dump Information = "Can't load "......\steam\steamapps\common\f-16 multirole fighter\f16.map"") simply change the compatibility setting (How to[support.microsoft.com]) of the main game executable (F16.exe) to an older OS (such as Windows XP Service Pack 3) to get the game running.
If you're still interested in playing the game - Hope it helps :)
it works smoovely
This game was mad to work in WIN98 using graphics from 600x400 for the bink(I'm assuming it is a bink vid), and 1024x768 max for the game itself. The game may not be able to do the switch between resolutions. This is common in older games of that time period. I did this for my WIN10 OS drive, and it working..
