Report a translation problem
Somehow it thinks the UDK*.ini files are out-of-date and regenerates them based on the Default*.ini files. Try opening the UDKGame.ini and UDKEngine.ini with a text editor.
The files contain a \[IniVersion\] block with key value pairs like 2=1490383698.
The large value is a timestamp in unix epoch format (number of seconds since 1970-01-01 00:00 GMT) which refers to the the last modification date of the Default*.ini file.
Try and subtract 10000 from that number to pretend the Default*.ini file is older, so the UDK*.ini won't get overwritten anymore.

Whatever numbers i subtract (or add, gotta try you know) it makes no difference, as soon as I start Toxikk the files are reverted back to the above.
Uninstalling Toxikk and reinstalling it seems to have fixed the issue.
