Report a translation problem
I had the same thing going on and that's what I figured. When I placed infimary I got a bunch of dead people. I reloaded the game and placed it as close as I could to the carehouse and nobody died.
Hope this will help you to resolve the problem ^_^
And if Demonic Blight is right about the move to Infirmaries as well, then simply don't pick Sustain Life ever because ironically this kills all your gravely ills. At this point this has to be a bug.
It's result of:
1. Hard mode
2. Bad city infrastructure planning
3. Religious laws backside
