I couple things I see:

Way too many mods and a few of them are not installed correctly such as chopped straw and faster traffic.

In my opnion your PC is mid range in regards to gaming. I concluded this by running your PC. Specs through passmark benchmarks.

I would suspect your lag is because you're runnning out of ram in your graphics card. 2gb is not enough with today's games.

I've never had any luck with AMD hardware. It seems to always runn less than what it's asvertized.

Downloaded a new choppedstraw mod and replaced, still same error, what am I doing wrong?I deleted a few mods now, still fps drops, my graphics card is about 1.5 years old, it should be able to run fs15 smoth, I can run Diablo 3,World of warcraft,League of legends e.t.c without problems.

new log with less mods and fixed chopped straw, still around 25-30 fps. should I lower the anti aliasing/vsync/Anisotropic Filtering/adaptive vsync? or deleted more mods?

A little higher than your budget but a good card i would recommend is a GTX 970

I'm not fimiliar with every mod you are using so I'm not sure of their makeup. Some mods have high detail and are a heavy load on your PC. If the clip distances in the mods are very high as well it will effect performance.

Try removing every mod and run the game in default settings and a standard map and see what you get then. If you still have low performance post your log and we'll see what we can do.

you are never gonna use all the vehicle mods..
delete untill you got what you need..
and most of them got insane textures and other ♥♥♥♥ in them that arent needed, which will just stress your pc more..

I am going to order an MSI GeForce GTX 970 4GB OC and MSI 970 GAMING motherboard, its time to upgrade again I guess, my cpu is still one of the best amd so no point in order a new one, and 16 gb ram is enough I guess.

Were you using the knaveswellfarm map when you noticed the FPS drops? If so, try a map that comes with the game such as Westbridge Hills.

A lot of modded maps are resource hogs and they will degrade performance.
