Seriously, only 2 orc nations with a lot of chaff units but with high keep values.
I think that orcs need a lower unkeep.
Also, make sure that the game is -not- running when you do so, or the beta branch will not appear (steam will not let you change branches while a game is open) - this includes making sure that the launcher app is closed.
I know but that option didn't materialize until later for some reason.
That was most likely the reason. All good now.
How are you meant to afford them? There are nations which take ages to get to a single economic upgrade. And given how annexation works, conquest doesn't help at all. So someone like ladvia is ♥♥♥♥♥♥, because you need to hire units because risental is going to declare war, even if you have an agent sucking their ♥♥♥♥ from turn one.
Also remember you can make another nation like you - you can also make another nation hate another nation!
Small realms have a huge advantage in terms of money because of the free upkeep on all non-mercenary units in the capitol - a large realm needs units out on the brders, but a small realm can take advantage and keep their costs down.
You also have options with agents, you can use them to delay the war if nothing else. You can also try to gain an ally which also borders the realm giving you trouble, they will be less keen to attack, and if they do, they have to fight on 2 fronts.
