The Balloon
On the fourth chamber, I found a Balloon that when picked up said "The favorite of the Gundead".

It wasn't an items, passive or active, since I couldn't see it in my inventory.

What does it do? Is it good or bad?

It's used to send Ox's replacement arm up another floor. If you found it on the 4th floor that means you must have already used it on the 5th floor, but if you haven't then it's probably a glitch and you should report it.
