Portable Table Device

I was using this item in a run today, and after a while it started only having two uses each time it came off cooldown instead of the usual three. I continued using it, and eventually it got to the point where it would only have one use per cooldown. Is this intended, or a bug? It's not mentioned on the wiki, and I've never seen it happen before (though admittedly, I've never had a setup that encouraged keeping the item around for long before either).
