Believing that, I've never had any experiences that contradicted it, but I've never explicitly tested it either.
1-3 curse isn't a big deal either, some say it's e ven better than no curse. Unless you're doing a cursed run and you're at 9 and you don't want a reaper. That's the only time steal items aren't so hot.
Stealing from any NPC will always work the first time.
For the main shopkeeper, the second theft has a 50% chance to succeed, and any further thefts have a 10% chance to succeed. The main shopkeeper remembers the player between floors.
If the player is caught stealing by the main shopkeeper, the main shop will be closed for the rest of the run.
Second theft: 50% chance
Third theft onward: 10% chance
Getting caught will result in the shopkeeper no longer appearing for the rest of the run.
Special shops (Prof. Goopton, Cursula etc.) go right from 100% to 10%, however they do not become permanently unavaliable after being caught, only locked off for the specific floor.
Using the Grapple hook gives 100% chance to steal, but also 100% chance to get caught. This can be avoided by hooking the desired item, then teleporting out of the room, preventing you from being caught.
