I have no idea why it still says 180ishGB required when you try to install it, but the actual installed size with all DLC is around 110-115GB. It's not 180, I know that much.
The fact that it jumped from ~100GB to 180GB is just very strange from the last time I installed it, although I did not look at any news/update notes yet.
Bottom line is that Steam tells your PC that it needs 180GB when it in fact doesn't require 180GB. If you have less than 180GB of available space, Steam will refuse to even start the allocation process.
