reinstalled the game, disabled firewall dosnt fix the issue.

ISP is Vodafone Germany ipv4 (I extra switched from ipv6 because the game was otherwise regularly disconnecting and wouldn't work correctly).
Do you have an option to test a different internet connection? maybe via tethering / mobile?
You should also write a letter to Capcom support, provide them with the following information::
- Your Capcom Fighter’s Network (CFN) ID
- Your IP address (this can be found by visiting http://whatismyipaddress.com)
- Your PSN and/or Steam Username
- The region of your PSN and/or Steam Username
- Your current Country & Region
- The region of your version of Street Fighter V
- Whether you are using a VPN
- Type of Router
- Name of your Internet Service Provider
- Whether your network protocol is IPV4 or IPV6 (your Internet Service Provider can provide you with this information)
- The date and time you last received a connection error (please include time zone)
- Finally, please visit http://t1.re/ and click “Start Speed Test” and copy and paste the results in your e-mail / customer ticket.

I would suggest writing a letter to Capcom and call Vodafone support in the meantime.
