I am already at the Bloodline quest and there is no Black Lodge representive in my game. Doesnt he spawns in Cafe after MK VI mission? Is my game bugged?

he should spawn before the mk mission since turning the troll-mech into their transport is one of the lodge quest.

I'm not sure what's the breakpoint for him no longer being there but its possible if you don't even entertain the possibility before taking the first of their quest out that he just goes away and its off to next run.

I think that this is caused because I have ignored everything besides Job directory and Shadowland BBC on a mission computer. I have forgot that player is able to speak to him after opening an E-Mail from him. xD

You need to read the mission dialogues to see where and how to finish them properly. Sometimes its by using the computer, sometimes its by meeting someone in person.
