He's just asking for a storage category change. Similar to how the Desserts in Vanilla expanded are used by pawns pretty much the same as beer is. The Dessert consumption allowance can be configured in the drug policy, but they are under "food" when it comes to storage.
Some peeps/corpos just found a way to legalise addicting stuff for mass use. Money/power does whatever it wants.
Food is something you can't live without, beer/alcohol is something you don't need ever to exist, unless for medical reasons.
Learn what actually means the word food.
And since everyone and their grandmother smoke pot in Berlin, weed is also not a drug but, I dunno, a vegetable (like Broccoli)?
Beer would be a subset of food. You can live without eating meat, but meat is still a food.
Beer needs to go into only one category, so that it is not listed in multiple places, and it makes more sense to be classified as a drug in this game because that is how it is intended to be used.
