In my personal opinion, Biotech is the best dlc yet and very much worth the features.
And to each their own about the dlc, personally the only thing catching my interest is the children on account that the other two big parts of kind of already exists in my eyes through mods.
Conotrollable mechanoids? You got VFE-Mechanoids and What the Hack.
Xenohumans? There's HAR and MoHAR

Besides I said to each their own. I respect the people that do genuniely love the dlc, I'm just not one of those people
Like you said, to each their own.
But HAR is literally nothing compared to Biotech. You will have to add at least 5 other mods to try to achieve anything similar to what Biotech does with genetics, gene manipulation, gene harvesting, children, education, and Xenotypes. Not to mention the Sanguophages.
