What are these packs and why are they so expensive?
The frontpage doesn't explain what they are.

They are the previous tiers you could buy from when he was doing a crowdfunding for the game on his website. Heres the description from his site for each package.

Name in Game Pack ($45):
Put a name (probably yours) into the game and appear as a pirate raider, colonist, traveler, or trader. Players will recruit, command, and fight you for all time! Includes the Full Game Pack.

Backstory in Game Pack ($125):
Like Name in Game, but you also get to write a unique character background, including backstories and skills.
Write yourself as an interplanetary detective, an entrepreneur, an ex-artist, or anything else you can think of! (Content must be fictionally coherent.)

Pirate King Pack ($200):
Like Backstory in Game, but your character will be a pirate leader who commands a group of raiders.
You can write a more intense, stronger character, and they'll play a key role. In “negotiations”, your character will be the pirate representative. Yarr!

I assume they give the same things as on the site but who knows. But there it is if it helps.

Pirate king went from 200 monopoly money to 400 monopoly money, IIRC.
These answers suck. So does mine, but I mean, there are questions like this coming up but the answers don't necessarily answer why the price is justifiable.

They were being ordered too often at the lower price and the dev wasn't getting as much work done on the game as he wanted. He announced and then raised the price to slow the sales, yet still provide the service for some people who just HAD to have it.

Correct. It was officially announced, so searching through those announcements would have found the info. You know, the official source of information on this game. :D
Though Ludeon should do a better job at writing descriptions.
Also at dumping the bad ♥♥♥♥♥♥♥s of the current volunteer staff and get some proper, capable people in those positions.
