You chose your starting location, climate and all. If you now find you don't like it, rather than try to play god, simply restart or pack up and relocate your colony.

Alternatively, restart your game and pick a nice warm place. No mods needed here either.
As ec928 says, you need to rush hydroponics and grow rice. Once it's up and running you will have as much food as you have power to grow it. Also:
- put a heater (more as required) in every large room
- heat corridors and distribute the heat to small rooms (bedrooms) using vents
- make sure your base is insulated with only a few airlock doors that lead outside
- make parkas and toques for every colonist
- get at least one thermal generator and isolate the circuit to your hydroponics
Or you could just get a mod, I guess...
