No recruitment option under prisoner tab in 1.3

Could anyone explain to me how to recruit prisoner in 1.3?

Is the prisoner a captured wild pawn? They cannot be recruited normally, only tamed. Or enslaved, although not sure if that's an Ideology-only feature.

I don't think you can enslave them either. They have to be hostile.

Maybe attack them first? I don't know.

Nah, enslaving wild pawns is possible. Did so with two of them myself since they had decent skills and I had no one with a high Animals skill in my group.
