Gaining new psyonic abilities?

Not really sure how this whole psyonic thing works. Do i have to make my psycasters meditate in order for them to unlock new abilities?

You can get neurotrainers that teach you new psycast abilities. Outlander cities, outlander caravans, empire cities, empire caravans, quests, and trade ships can have them. They're single use consumables.

It depends on your playstyle. Tribals need to meditate at the anima tree to increase their psylink levels. If you are playing with the Empire, gaining honor increases your psylink levels. If you play with neither, you should get random quests that grant psylinks (at least in unstable). Outside of that, you will get quests that grant psy abilities as rewards, and some caravans, tradeships, and visited cities can sell them.
