That being said, hostile factions will only gain reputation for releasing your prisoners from their faction. You have to do that part first before they will hear your attempts at negotiations.
New factions don't show up, but you can increase relations with current ones either by saving one of their downed members on your map and healing them up, then letting them leave the map, or giving them silver when you get a comm console up.
Other colonists just show up randomly. Some drop in escape pods, some call for help against pursuing enemies, but the most reliable way is to capture and recruit downed enemy raiders.
if it is more people in your settlement then the storyteller ( depending on who you did choose ) will try to give you more over time, it can be random people walking in a joining or drop pods where you need to save them, those you have a limited time to save or they will die.
If it is factions you ask for it depends what was around you when you started the map
Also ... do you have any mods installed ? this can effect how many new people you get.
By Allies I meant factions and I have another question.. How do I give them Silver then? also.. I see only 4 factions on the list (2 Allies and 2 hostiles) how do I increase the number of factions there? As on the world map there are more.

For factions, you can always use mods that add more...

Oh, and by the way, you CAN'T be ally with "raider factions". (but you can with the other one)
