I've made a custom launcher with a little bit more options
Final Fantasy XIII(series) Combined Custom Launcher
FFXIIICCL is merely an "unlocked" version of default launcher Square provides with games from FF XIII series

It looks like this:

As for the added feature set:
  • Ability to set any render resolution (much like gedosato).
  • Ability to disable MSAA entirely.
  • Ability to set shadow resolution below 512 and above 8192.
  • One launcher for both (all three in the future) games with shared settings.
  • Automatic game path detection (with option to specify manual path in case automated process fails to find the game).
  • Ability to replace default launcher for each game of the trilogy.

The launcher was built using VB .NET, so making anything that your generic AV software wouldn't pickup would be hard.

Only reported issue which may or may not occur is that it may not launch XIII correctly if it's placed in the same folder as XIII-2 default launcher

Few important notes:
  1. This launcher CANNOT fix the game, if you've issues with the game, the launcher can mitigate the issue, but most certainly if the game is fundamentally broken on PC, don't count on me(lol)/durante or anyone besides SE to fix it.
  2. This launcher requires .NET framework 4.5 Which is NOT available on Windows XP.
  3. Game relies on MSAA for rendering transparent textures, thus disabling it (using 0 samples) will result in broken transparency.

Okay, together with ryan0991 we've been able to ascertain that my launcher indeed does work on other PCs.

That might've been due to the fact i've used 7zip to package it.

I've repackaged it using default zip compression, it should work on wider range of unpackers now.

Yeah, that might be right, 7zip worked like a charm :3
But, seems like downgrading resolution, turning MSAA off and shadows to like 64 or 128 did not do anything - same average framerate of 8-12 fps :/ Game's engine must be broken, or maybe some drivers (I've heard majority of players having problems like this are using GeForce GPUs) or software are in the way (FFXIII works 3x better on average tho)

If you're on nvidia, you can try using NVIDIA Inspector to add XIII2 executables to XIII profile.

First feedback. Game crashes if you set Shadow to 0². It works from 1² on.

It can't find the install folder, have FFXIII installed of course. Tried placing it in both the game's root directory and the bin folder where the game's executable is located.

No FPS change for me, still locked at 15, whether I set it at 1²/ 0 MSAA, or 4096²/ x8 MSAA

Good to know, will restrict it to a minimum of 1

Is your machine 32 bit or 64 bit?
Anyways, can you please try finding a following registry entries:
HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall\Steam App 292120 and a "InstallLocation" Key For XIII

And

HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Windows\CurrentVersion\Uninstall\Steam App 292140 and a "InstallLocation" Key For XIII-2
