Game starts and runs, but I the mouse icon is frozen on the screen, but i can still click stuff. I just dont see my cursor. Any solution?

hello when i start the game its say tthat the application cant find steam can somebody help me and tell what to do

I have found that in the start menus and within the game the mouse control is poor and inaccurate to the point of the game not being enjoyable. My mouse pointer just sits in the centre screen and have to try keyboard input to get things to happen. The mouse does work as I can get some things to happen but no "fluid and accurate" mouse pointer movement. Has anyone encountered this?...
