Help with modding
Does anyone know (hopefully travis will reply) what the developers used to create the .MDL .DDS and .LAYOUT files so that hopefully I can make the enemy ships purchaseable or if not and someone knows how to make them purchaseable (ex the Greel dreadnaught is one of my favorites) please tell me.

MDL is our own internal model format. I have exporters that I built for 3d studio max 2015 which export to this format, which also embeds all material data. At some point I can package those up for public use. (I also have custom shaders which 3dsmax 2015 can use in its material editor to preview those materials)

DDS is a directx texture format - you can get plugins for photoshop that save that format

.layout is a custom format (text-based) that we use for laying out spawners and nodes. i.e. .layouts are used to place hardpoints and particles on ships, as well as to generate spawn regions and features for the world.
.layouts are generated by our internal editing tools.

Nope - I made them just for our use, and 3dsmax is more or less the standard for game asset modeling. If someone wants to make a custom exporter, I'm happy to provide details about the format though.

So... is there a way to edit those .LAYOUT files? They look similar to Starpoint Gemini 2 files from times i edited to excess my Bishop Gladius beyond anone else made til this day...point is...i would love any way to edit theose files.

We would not only like the model exporter, but also the .layout format, and possibly a tutorial on how to make additional solar systems, nebulas, etc. This is an amazing game, and maybe its the part in me that wishes Disney Interactive had released the modding tools for Treasure Planet Battle at Procyon that wants ways to mod this game. This game is again, for lack of a better term amazing! The only 2 things I can think of to make this better are, online multiplayer battles even using LAN since there are programs to do LAN matches over the internet, and modding tools. Otherwise, the best naval combat style games I have played!
