Vampire Archmage Skill Confusion.

Hello,

Playing as a Vampire the Archmage Skill confuses me because by the time I have enough runes to pick the skill, I don't get the number of points it says I should get. Which skills does it count? For example if I have 16 total skills (spread out) by the time I choose Archmage, shouldn't I get 16 points of Intelligence? I never do, if I have 14 total I get about 9, if I have 16 I get around 10-11 points. What am I missing here?
