The Platinum Edition does not include the New Frontier Pass, or any of the DLCs included in the pass.
To buy "everything" currently available for Civ VI (assuming you don't own any of it yet) you'd need to buy both the Platinum Edition and the New Frontier Pass (or some other combination of all of their various components).

As you can see, there are a total of nine new civilizations being released among those six DLCs, but there are also new game modes and other content included with those DLCs as well.
Well that question came out of left field... but I will give you my viewpoint, since you ask. Some vocal players have made an issue on the forum about how the game handles determining what civs consider what other civs to be warmongers, and with the penalties that being labeled as such imposes. I do not personally share that viewpoint. I don't consider the system perfect, but it serves its intended function reasonably well and once a player learns how to cope with the system it has almost no negative impact on a player's ability to win the game. Therefore, I do not consider it to be "out of control".
There are other threads on this topic that may answer your question more thoroughly or present alternative viewpoints, which you can find using the forum search function if you care to do so.
I played civ iv and v a ton, but just havent pulled the trigger on civ vi. I may just wait till humankind comes out.
But it's like with every other feature of civ6: You can manipulate it, f you know, how it works, but when you completely ignore it (like many people who complain about it), you'll feel like most other civs hate. But it's definitely not the developers fault, if you choose the second path here.
