You can't start a mission in Kabul while you're in Motherbase or vice versa.
Press tab to open your PDA, use W or S key to scroll through options [markers/resupply/etc] and pick "helicopter", then select a landing zone and go there.
Once in ACC - Aerial Command Centre - you can do just about everything, mainly accept missions from the PDA.
As for your other question: yes and no. Having a lot of people extracted is all fine and dandy as long as you have actual room in MB to assign them to units.
To this end, you should extract resources and rough diamonds. You don't need any special gear for that, just walk up to a resource box/diamond, hold reload and it will be delivered next time you trigger a checkpoint. Look out for "extraction arrived at motherbase" audio cue.

So, I just started an early side op, get the smg blueprint. I went into the highlighted area, and interrogated around 10 people (as the mission said something about interrogation in order to find the location of the BP) but they kept mentioning resources and not the BP. I then noticed there was an area a ways north that said "Mission Start" but I was in the highlighted area for "find the BP". so I was kind of confused and decided to come back to it later. Any idea why I might not have gotten the BP Location from these guys?
I normally tranq them, carry them elsewhere, wake them up, then ask questions, though I can almost never get them to mark enemies. I get blueprints, specialists, elites, resources, mines, everything imaginable, just not enemy positions.
The way I go about blueprint side ops is look at the map on PDA, zoom out and place a marker dead in the centre of the blue circle, as that's where the item of interest will be most of the time.
As for mission start, you must have accepted it from the PDA once you were already on the ground. You can start missions that way and you get the same briefing details, except you'll save about 30-60 seconds on heli ride. Do note that some mission starting points will differ depending on whether you start them from ACC or while on the ground.
Some will have additional starting points, some won't have any at all and you're transported back to the heli, and some will start automatically once selected on the ground.
research a mid-range rifle, and a suppressed handgun to start.
after that, remember that any soldiers you add to mother base will need wages paid to them. make sure you can afford it, boss!
I've forgotten a few time about QCQ at all and then remembered, rushed some enemies an beat them up

5-Hit- Combo (bam, bam, bam,bam, punch in the face): longest effect

"O-Goshi- Throw" : not very long effect

then upgrade your suppressor for the WU-stun-pistol. The more youn have, the less you have to order from your idroid. But be prepared: Alreday shooting on the head forcing helmet-guards!
Be aware of the view of the guards. In some case (day/night) they are acting different. They have also types of "investigating-interests"
And then also send your troops for "extern operations" to earn GMP
