How do i get quiet as a buddy?

Keep playing missions. The main missions will give you every buddy in the game.

and listen to ALL of the tapes...

Just keep rolling, you unlock all of the Buddies through completing Main Missions.

You'll first meet Quiet in Mission 11. She'll immediately try to knock your block off, but keep cool and fire back with non-lethal weapons. If you can knock her out, you'll be able to extract her and eventually recruit her to your team. It takes a while and you'll have to play several more Main Story missions, but eventually you'll have her deployable.

Just be careful the first couple of times you deploy with her. At the very beginning you only have one command for her, which makes her very difficult to manage compared to other buddies. Build up Bond as quickly as possible - it takes a couple of levels for her to come into her own, but once she does she's fantastic.

Once you actually get her though she'll have to sit around at Mother Base for a while before she's allowed to go on missions with you.

firing back with non-lethals is not required. you can use both types, but im sure the non-lethals are only necessary for an achivement.

I got the Side OP to visit Quiet after Mission 14 then I did that and can use her as a Buddy.

It's still the more ladylike/gentlemanly thing to do. Afterall, you are intended to work with her on a long-term basis.
