I loved that game too, I also wished they would have updated it.
Go to the local files, right click on RTC start up file, go to properties, go to the tab 'Compatibility' and then under Compatibility mode select windows 8. Now you should be able to start up the game.

Run in Windows XP SP 2 compatability mode.
(May or May not work depending on video drivers. You may need to install some runtimes not shipped with Windows anymore.)

Run in SteamPlay under Linux (Yeah, Linux SteamPlay is more compatible with quite a few old Windows games than Windows 10. It's a sad day for Microsoft, and a Good day for Linux Users.)
