Report a translation problem
As it's stated on the card, bonus, drop , card draws and encounter panels are the only ones it affects.
And I suppose it's like allowing Mimic to be played even if you have no hypers in your hand: It's up to the player to determine the proper time to use it, and if they use it wrong, that's on them.
Also, Ambush can be played against thin air, too. And heck, so can We Are Waruda and Completion Reward.
sweet destroyer (that boost card draws a sweet jesus) can make everybody force quit in multiplayer room.

I just checked, and yeah, the player still cannot use the Deal command while holding Lucky Charm:

So, I wonder why specifically the Deal command is unusable with Lucky Charm?
So that's my guess, that it's still an issue, with Lucky Charm blocking card use, and the game thinking "Deal" is a card of some kind, which means it's not allowed to be played.
