Update:
ok, after restart the game the stuttering is back again :(
So i tried a few things by changing the gfx settings. What i found out by now is when everything is maxed out but the slider for the texturequality is set to "medium" there is no stuttering at all. Fine 60fps.
After i switch it to "high" ingame still no stuttering. The textures have to reload and you see a little different at close look. Everything fine and steady 60fps.
But now comes the bad thing. When i close the game and restart it again the stuttering is back. A look at the fps tell me its switching between 58/59-60 fps at some areas and that breaks the v-sync. Testing area was the entrance after the second ocean walk. Before i had no problems with stuttering.
Maybe some settings/filters are only activated after a complete game restart, after you change the texture quality. But because you see a different ingame without restart i realy don´t know.
Either "high" texturequality is only 100% active after game restart and my system is to slow or there is still some issue left.
So i hope it gives you a clue and you can fix it completely.

BuildID is 788549. Beta Patch worked for me. No more stuttering. Smooth framerate with fixed FPS@60. Before i had random hickups.

the patch seems to resolve the issue, i could at least play a bit past the part where i would crash but sadly don't have the time to play more.
