It's a unique 1-per empire building. You need to build it in your capital.

Do you have the empire capital already? It's the last upgrade of the planetary administration, and I think it's required for the institute.

Why? Don't you meet the pop requirement yet?

If you have the bonus you might have built the lab and not noticed it. Maybe you were upgrading something and replaced it with the lab instead. It should look unique on the grid if you search for it.

Do you have enough Influence? It cost that too.
Chaos567 [GER] May 15, 2016 @ 7:39am

You can only build one Empire-Capital. It is not for every planet.
Chaos567 [GER] May 15, 2016 @ 7:50am
right but I have no Empire-capital and want to build this and can´t do this.

-Capital is full with pop
-Research is Complete
-Upgrade slot is grey for a new city
- the City is a Planetary Capital

And i check my 5 controled planets i have no reserch insitiute...

I have the same issue, I first researched the Global Research Instittue, then the Empire-Capital complex. I tried building the Institute first, on the capital planet on a low value area, but it stated it was unemployed. Then along came the Empire-Capital, so I reloaded a save, and waited until both were researched, built the Empire-Capital first, then the Institute and it is still unemployed, a couple of squares away. Planet is fully populated, with 1 each of the research type facilities, too, and the best planet for research of my 5 planet empire. I assumed it was best to build it here.

Was I supposed to replace the Empire-Capital with the Institute or build it separately on the same planet or try another planet?

I was trying to examine the facility again and found I could activate the Research Institute manually. So for some reason it was built unactivated, unlike any other planetary structure thus far, for me. Instead of 5/5/5 for research I now see it as 7/7/7, likely do to traits and edicts, and it added to the planetary summary.

Hm I have no idea why i have so many bugs^^ terraforming need no resorces only 1500 credits and i dont find on my capitals this building.

I built the Research Institute at my Home World (starting planet) with only a Planetary Capital and it starting working without being deactivated when it was fimished. Did you have a Pop assigned to its tile before it finished?
