Normally, when elections roll up, I check who is going to win, then tear down 4 of the station types so that I can just rebuild them for the influence points.
As for the "or" clause? Why not just give you the points since you're getting it for free if you already got the stations. They want you to work for the points, not have it as a free handout.
The terms last 5 years, IIRC, that should be enough time to build 4 stations, right? But in any case, it's not that big of a deal. The reward is just an amount of influence. It's nice, but you can certainly live without it.
It's a once only thing. A minor objective you get once per mandate. Once you complete it, you'll only see it again next election. And what it will be depends on who gets elected. You can see what the objectives for each candidate are on the election screen.
