IF that returns fine and green, my next thought is that you have encountered a memory leak. Probably in chrome.

It scans your entire system, collects data on the installed executables and uploads it to google.
They say its so it can disable any function thats in direct conflict with any app on your system and to improve chrome.
Ah, no. You dont need to scan my whole ♥♥♥♥♥♥♥ HD to make you spying browser more intelligent. Sorry google. No PII for you on my system.
There was an update two days ago to that tool. I know. I have clients complain about it when it happens.
It is a well known and well documented piece of chrome that causes the exact issues you talk about and there are plenty of ways to disable it.

Use the remove directory rights method.
Or do yourself a favor, dump google chrome for Chromium Edge.
