Report a translation problem
1) Select old design in the ship designer
2) Change old design into the one you want it to be
3) Save your new design using the OLD name.
4) Switch to space station, choose upgrade.
Voila, new design saved and in use.
Mind you, you need to make sure the auto upgrade option and the auto generation option in ship designer are disabled.

As said, it's not possible to simply reconfigure platforms like you can with fleets in the fleet manager. And you really should consider configuring platforms instead of simply deleting and rebuilding new ones because of the cost and time involved. Starbase and its platforms are quite badly managed currently and there are bugs involved with it. Some are funny and some clearly are not (like the one making any upgrade cost 1700 minerals)
Having only one template can become an issue both for practical reasons and because of the bugs involved. So here's a tip that I use in my games that keeps it simple and safe enough. Design 4 platform templates with auto-upgrade option enabled, leave the default template alone (don't delete it), and build only platforms of each new type in equal number from the start when you fit your starbases.
Setting auto-upgrade makes it so that the "upgradable" icon appears in the outliner when your weapon, shield, armor or components can be upgraded. Otherwise you'll likely forgot about it and your platforms will be even less useful than they are. But before upgrading a platform 'type' make sure its current template matches what you want (i.e. just the upgraded version of what it is currently). Most of the time, you will keep the initial design you made for your platforms so it's worth it. Otherwise set auto-upgrade off and keep an eye to upgrade the templates yourself. Once you're in the repeatable techs, you don't have to stress about it anymore.
After a while of having platforms destroyed and rebuilt, you'll see a practical issue with this technique: you'll have to investigate each platform to see what it has and will lose track of the overall picture fast. That's why I name each template like 'platform X' where X is 1 to 4 to easily keep track of the count and know what is to be rebuilt. You can go up to 28 platforms per starbase with an ascencion perk or 23 without.
Adjust the templates according to your needs in the ship manager. The reason for 4 templates is because it gives the best ratio (1/3 - 2/2, 4) and still allows 50/50. Let say the scourge appeared on one side of the galaxy. You know you want energy and PD, probably as many of each. Just change the design of 2 templates to match the PD defense one (4 PD per platform) and turn the two other ones to L/M plasma. Then press the upgrade all platforms button on each starbase on this side of the map. Can be done to adjust the loadout of a platform to the neighbour empire immediately next to you and still reconfigure the platforms anytime using this trick.
