Wait until you've got some unemployment or something to fill those jobs. Otherwise you're going to be taking pops out of resource gathering.
There are three tiers of jobs: ruler, specialist, worker. The AI will prioritize jobs in that order, meaning it will fill ruler jobs before specialists/workers, and specialist jobs before workers.
You might be creating too many ruler/specialist jobs, leaving your worker jobs (food/minerals/energy) empty.
Like CyberBlaster said, go to the jobs tab on your planet. Click the food icon until a golden star appears. This will prioritize the job, filling it before any others.
